He was born on July 31, 1983 and Graduated with honors from Tbilisi State University majoring in the economist. He continued his studies at the same university at PhD level and currently is PhD student in Business Administration.After graduation Mikheil held various position in public sector and currently is holding position of head of Information Processing and Analysis Division at Revenue Service of Georgia. Has published one article on the topic of excise taxation of tobacco products.
