He was born on July 28, 1971. He graduated from Baku State University with a degree in historian-economist. He has published over 40 scientific studies (both in Azerbaijan and abroad) including 2 monographs and programs.

The areas of his scientific activity are: economic theory, economic history, history of economic doctrines, macroeconomics, economic development.
