He was born on October 24, 1952. In 1975 he graduated from the Alma-Ata Power Engineering Institute with a degree in Power Plants. is the author of over 60 scientific and methodological works, monographs and textbooks.
The areas of his scientific activity are: problems of the electricity and capacity market, the organization of communication channels, differentiated tariffs for electricity.
Awarded with an honorary diploma of the Ministry of Energy and Coal Industry, "Honored Power Engineer of the Kazakhstan Energy Association of the Republic of Kazakhstan."
