Key challenges of the financial control system in the modern technological environment and mechanisms for their resolution DOI kodi: 10.52340/ekonomisti.2026.02.11 Expanded Summary In the contemporary global context, an effective financial control system constitutes a fundamental pillar for the proper functioning of the state and the maintenance of public trust. The targeted allocation of public resources, transparent budgeting, and the proper application of internal and external audit mechanisms are essential not only for economic development but also for strengthening democratic governance. Accordingly, it is highly relevant to assess the current state of Georgia’s financial control system, to identify its key challenges, and to explore avenues for its improvement, drawing on both domestic reforms and international experience. Technological progress has significantly transformed the processes of financial management and control. The introduction of digital platforms, electronic budgeting systems, data analytics tools, and artificial intelligence has facilitated the monitoring of financial operations; however, it has simultaneously generated new categories of risk. Cybersecurity threats, inadequate data protection, digital forms of financial fraud, and risks associated with system failures represent critical challenges that cannot be overlooked. In this context, the adaptation of internal control mechanisms to a rapidly evolving technological environment is of particular importance. Traditional control methods often fail to meet the demands of the modern digital economy, thereby necessitating their modernization. The establishment of an effective control system requires an integrated approach that encompasses both the development of technological infrastructure and the strengthening of qualified human capital. In the case of Georgia, the development of the financial control system demonstrates notable progress, particularly in the sphere of public financial management reforms. Various components of e-governance have been implemented, the transparency of the budgeting process has improved, and audit institutions have been strengthened. Nevertheless, several challenges persist, including insufficient institutional coordination, incomplete integration of technological systems, and a shortage of highly qualified professionals in financial analytics. Furthermore, under conditions of globalization, compliance with international standards has become increasingly important. The recommendations of organizations such as the International Monetary Fund (IMF), the World Bank, and INTOSAI play a significant role in enhancing financial control systems. For Georgia, the effective implementation and practical application of these standards remain a key priority. One of the most important directions for improving the financial control system is the maximization of modern technological capabilities. The use of big data analytics, automated auditing systems, blockchain technologies, and artificial intelligence enables faster, more accurate, and more transparent control processes. At the same time, it is essential to develop an appropriate legislative framework that both supports innovation and ensures effective risk management. Ultimately, the effectiveness of a financial control system depends not only on technological capacity but also on institutional strength, transparency, and accountability. In the face of contemporary challenges, it is crucial for Georgia to adopt a systemic, comprehensive, and long-term approach that ensures the efficient management of financial resources and reinforces public trust. |
